This halts execution (the kernel won't schedule any more CPU time to the process) and the process is awaiting a CONT to continue processing. And, no centralized authority to specify which one to use. So, it's just up to each individual software developer. Some of these programs may also allow you to rebind undo to Ctrl+Y.
