With a 480 volt single phase you would need two hot conductors (ungrounded conductors) and a grounding conductor - no neutral required.

I asked them to take voltage readings between phase-phase and phase-ground just to make sure it is an un-grounded delta secondary. They sent me back readings for phase-phase at 480V, but phase-ground measured approximately 277V for each leg.

Whether or not the breaker can be "slash rated" or not is a separate issue having to do with your supply system, nothing to do with the load. So if your supply is 480Y277, you can use any breaker rated 480V to 600V.

The transformer manufacturer offers a 7.2kv : 240/480V pad-mount in a range of sizes that would work nicely. Also the metering might workout a little simpler. Technically speaking you don't "need" a neutral ever to make something work and there are some specific rules about how the grounded/neutral conductor is treated, but there's nothing magical about it, it's just another circuit conductor.

Because of the voltage drop that you will have you can correct the output voltage. With (4)2-1/2% bellow normal taps you have the ability to correct for up to a 10% voltage drop.
